It's an encounter.
Does this also mean that a person has a choice of making a check for wounds OR critical wounds, but NOT BOTH in one scene?
..so, you can either set the broken bone OR you can bind the wounds? I'm not sure I'm interpreting the RAW correctly.

That's how I understand it.

I don't allow players to recover like that durring encounters though. Only first aid or a healing draught will help. They can recover fatigue and stress though. But I think they recover wounds on boons as well, when rolling for criticals... right?
When rolling to treat a crit, boons on that check heal normal wounds 1=1 upto the toughness of the target character according to the RAW.
