It doesn't seem that it will work with Champion abilities that say " Resolve a ring" given claiming the ring and resolving its effect are different things. Might be other ways to pump it though.

4/4 in the final conflict for 2 fate. Unless people pass conflicts.
in my experience, people rarely pass conflicts in this game unless they have to. This being a pocket 4/4 in either conflict type at the end of the phase most turns seems very, very strong. Even at a 3/3 it's playable.
Also don't forget she is a conflict character so she can be a beefy power swing out of nowhere with 0 glory.

No it won't work with the Champion abilities. But the Phoenix could have some kind of card effect that lets them claim a ring even if they can't resolve the effect.
This card looks really great - it's basically a 3-4 mil/pol drop in the 3rd or 4th conflict where 2-3 rings are already claimed. The only problem is having 2 extra fate...
Imagine if there is a neutral card that allows you to go for an Enlightenment Victory by declaring a 5th conflict if you control 4 rings, this character would be immensely powerful ![]()

I said it somewhere else, but I would love an old-l5r style "event" (dynasty side) similar to "Master of Five" or "Walls of Otosan Uchi" that makes enlightenment possible if you control all 5. Then simply print "Ambush" (perhaps with less honor loss haha) and you can at least try for it

I'd missed that it was a Conflict card so that makes it better for the surprise factor. But realistically you'll only be using it for either Military or Political (not both), so although the +1 boost to both stats gives you utility, I wonder if some of the other ambush-stat-booster cards out there offer better 'value for money' in that respect?

This card is a trap. When you consider the cost weighed against the gain it is sub optimal.
You can only guarantee 1 and likely she'll only average 2. When weighed against other 2 cost cards she isn't that great.

I would agree if it was only your claimed rings but it is all claimed rings thus making her pretty powerful in final conflicts.
In all honesty, why wasn't this card a Dragon card? ?
I realize that Phoenix has all types of ring stealing and ring manipulation within their theme, but again, this sort of ability would/could side with Dragon too. Just my initial thoughts here.

Suboptimal? It depends on what your deck wants to do and what you're up against (how surprising, cards need to be considered in context).
Conflict characters can't be considered as just a variant of conflict tricks like Banzai! or For Shame. They're not just stats, they're an additional character in the battle. This means they're better against an opponent who is mainly teching bow or send-home effects themselves, while being less good against someone mainly interested in buffing their own characters. They're better for clans who have access to a lot of AOE effects (Lion, Crab vs. Crane and Dragon right now), and also if nothing else can keep you from losing the unopposed honor penalty if you've got nobody left for defense.
In this case you're paying 2 for someone who can make a surprise appearance in any conflict sizing from anywhere from 1/1 to 4/4, and is also a shugenja to unlock shungenja-matters spells in case you're short on them in play at the moment. That's a completely different criteria to value the card than just comparing it to a generic 2-cost buff.
Which is why lists that just rate cards on some 1-10 scale in a void aren't particularly all that interesting or useful. Some decks will want this. Some won't. Cards need context; a powerful roleplayer in one deck might be useless in another.

One clan manipulates fate on elements and the other, the elements themselves? An ability like this could probably go either way, but dragon's Stat pump from rings character was caused by fate on rings (better imo) and this one from claimed rings.
Have we seen any ways to get fate on this character? She would be great if she had a way to stick around. Reprieve seems a bit too involved.

The Dragon and Phoenix will often be consider for splash in the other, depending on exactly what you deck is trying to do obviously. But if you are big on ring manipulation the both open up additional options on this... and thematically it does make sense.
Phoenix will probably consider Crane for any honour running shenanigans and I can see Crab for a defensive military style.

You can invest extra fate on conflict characters just like dynasty characters -- pay the extra fate as they come into play.
The only characters you can't invest extra fate on are ones who enter play from some card effect (such as Charge or the Lion Spirit Caller).
I don't know she doesn't seem that strong. She is basically a military/political Banzai! only during the fourth conflict of the turn and for a hefty price of 2 fate. She's not terrible but I think phoenix will have more powerful cards to put into their conflict deck.
She might still be played out of the core I guess.
