Times are changing. It's likely not that swarms are "weak" but rather they simply do not have the tools to adapt.
This is to some degree the biggest issue for Imperials in general. They aren't getting fancy new tools while everyone else does.
The Aggressor pack is overall kind of meh. Average ship, upgrades that we've seen before (LWF, TLT) or aren't particularly wow-factor (Synced Turret, Unguided). And then Intensity, which is a shiny action economy card... but niche (unlike PtL). And honestly both unique pilots have mediocre abilities, and Kestal is probably a bit overpriced too.
Scurgg and Auzitek feel like they offered more "this is new and exciting and offers new strategies". Imperials feel like we got "you can now use these strategies other factions have had since forever", which isn't enough on it's own.
And then there's the insult of the C-ROC having "no imperials" upgrades in it (if they had been scum-only it would have been fine, but saying Rebels can share them and not Imperials is just pathetic). Rubs in that Imperials are the only faction not allowed to have regen (why, exactly?), and it's not like they get any mechanic to compensate for it (as scum have even more green dice hax now it feels like, with every recent Imperial ship needing to use its mod slot for LWF - it's nice to have but it worries me to see no new 3-agility for a while). Imperials are also now the only faction without a bomb crew (Oh how I'd love to put Cad or Sabine on a VT-49 and bomblet the world) or access to illicits. They have no astromech-equivalent. Tech is the closest but I guarantee you all new movie ships are going to have the slot (and hey, some of the best tech cards are in rebel packs, while Imperials get things like Sensor Cluster).
