Which list for a beginner? Can they be better?

I'm considering these two lists one I thought of my self but is pretty obvious where it came from and another is what I found for playing on a budget, I can't decide between which one to go with.

This one is a straight forward imperial list:

Sienar Specialist - Light Weight Frame - Twin Laser Turret - X4

This the budget scum list I found:

Dengar (Jumpmaster) - Attanni Mindlink - R5- P8 - Punishing One - Plasma Torpedoes - K4 Security Droid - Guidance Chips

Fenn Rau (Protectorate Starfighter) - Attanni Mindlink - Concord Dawn Protector

Binayre Pirate (Z-95 Headhunter)

I'm also interested in any other ideas for making these better or any better lists entirely. Thank you in advance :)

Your first list is nice and simple. Should be fun to learn with. The second list has a lot of upgrades and may be hard to keep track of--but it does look like fun.

Might as well pair K4 with his buddy Unhinged Astromech (also from Most Wanted). :) I think you might get bored of the four TLT TIEs, especially since they don't care about their arcs (which may also impede your learning). However, the Empire has several ~25-point options. This might help keep it interesting:

Requires The Force Awakens Core Set, TIE Aggressor x2, TIE/fo.

You also couldn't go wrong with either core set, Imperial Veterans, and possibly another TIE Defender.

I really want to do something with sabine's tie as I really like rebel ships in this game but love tie fighters. I have 2 force awakens core sets (Christmas mix up), both imperial and rebel aces, most wanted, skurrg bomber, phantom, kihraxz fighter, and the Tantive IV. But I'm not trying to not buy things, I'll get anything I need but the less the better.

Sorry, I completely forgot to respond yesterday. You have more than I expected! Actually, you have a pretty good collection of some of the game's most important upgrade cards: Crack Shot, Predator, Push the Limit x2, Fire-Control System. Sabine's TIE isn't a bad idea because it gives you Veteran Instincts as well to help round out the set. Let's see what sort of beginner-friendly list we can put together with Sabine's TIE:

Nym is patterned off of what seems to be the most popular tournament Nym out of the gate. He would really like an Accuracy Corrector to go with his Autoblaster Turret; we'll come back to that. Captain Rex is usually flown bare. The Green is just a cheap ship to block with. Keyan can do two actions or any red maneuver and remove the stress with his ability to generate hits (note that any other B-wing you end up flying really wants your Fire-Control System, but Keyan can get a target lock with Push the Limit so easily that I left it off to save points).

One other ship I noticed would fit well in your hangar is the StarViper, a.k.a. the Autothrusters expansion. As you may know, Autothrusters is a very helpful upgrade for A-wings, TIE Interceptors, and Poe Dameron (and StarVipers -- basically anything that can equip it). It also comes with Accuracy Corrector, to pair with Nym's Autoblaster Turret (this is a bit of a nasty combination, so this might be more tournament advice depending on your friends' temperaments. It'll shred your TIE Interceptors). However, the StarViper isn't considered to be a very good ship, at least without the title card coming in Guns for Hire later this year, and you can always proxy cards for games between friends if they agree.

(Both would benefit from Autothrusters). These are more advanced builds. Jake Farrell is set up to dodge opponents' arcs at a high pilot skill. One mistake may leave him dead, however. Poe Dameron would be better at PS 9 as well, but the PS 8 is the card that comes in your starter. BB-8 and Push the Limit have a mildly complicated interaction: you can reveal a green maneuver, barrel roll with BB-8 before executing it, Push the Limit off of the barrel roll to take another action, execute the green maneuver, clearing the stress from PtL, then take your normal action for the turn since you're no longer stressed!

A basic Blue Squadron Pilot B-wing with Fire-Control System is also pretty cost-efficient.

I will strongly advice against the four TLT imperial list build. You will probably win most games against newbies with it BUT - The list is sooooo... simple to fly, that you will learn next to nothing about flying ships and strategy. Good players will beat you and keep beating you.
Secondly the list is boring to fly. All ships are the same and outfitted the same. You are not flying evil Vader, herotic Poe or scums like Dengar or Rau - just A, B, C and D - booooooring!!!
You will have more fun with a list, where you picked ships and upgrades wearing blindfold!
If you win a game its because of lucky dice not good strategy, so no one, but a total newbie, will be impressed by you win.
And most importent - In one year all other guys, that started X-wing at the same time as you, with more challenging lists, will be better players than you and beat you in every game, where you are not lucky with the dice.
