Plasma Torps doesn't specify any actions. The actions R4-E1 are referring to use the word "Action", such as bombs that drop as an action. Spending a target lock to fire a torp isn't an action. Though getting the target lock in the first place often is. R4-E1 doesn't help you acquire a target lock though...

Action on Torpedo upgrades is limited strictly to Seismic Torpedos atm. They are the only torp/missile action atm. Im actually surprised they didnt include missiles as a futureproofing bit (even though theres nothing atm that has an action in that slot)
