No. Well not unless you actually want the opponent to pay you resources to remove the die.

There are 3 triggered events that all belong to the player with Jabba. Jabbas reroll ability, blackmails "blackmail" effect & fast hands and that player can resolve those abilities in whichever order they want.

You can reroll, then resolve fast hands the resolve the blackmail trigger last, though obviously the blackmail die is gone by this stage.

The key thing some players get caught on is that the Jabba player owns the blackmail trigger, not the opponent, even though the effect of the trigger is an optional payment for the opponent.
