Personally, I'd swap the Cluster Mines for Proximity mines to free the points necessary to toss Lightweight Frame on each of the Punishers. One Agility is bad enough, Two Agility gives you a better chance of actually dodging anything.

Unguided and Lightweight frame do quite a bit for redeeming the base stats of the ship.
