Imperial Entanglements - Setup

On this mission there is no entrance for the Rebel players. Instead in the Mission Briefing it tells you:

Deploy the heroes to the blue points, divided between the two as evenly as possible.

Considering the deployment points are hidden information, they are deployed by a rule and not in the Rebel deploy phase of mission setup, and every other time a rule states "Deploy the . . ." they are talking to the Imperial player, my interpretation is that the heroes in this mission are placed by the Imperial player, but I'm wondering if there is any clarification on that.

Not sure about an official ruling, but you could just throw down some strain tokens on the two blue points and direct the Rebels to deploy to them.

In Imperial Entanglements there is no entrance, (I'm getting ahead of myself here) there are in effect two. My question was who deploys the rebels in this mission (normally the IP makes all mid-mission deployments) and what to do with allies. The intent seems to be to split the entrance into two halves, but groups are still not split, and the as-evenly-as-possible counts heroes/ally groups, not separate figures. Also, it is not a mid-mission deployment, but an alternative way for the rebels to deploy themselves.
