It was always from a point of desperation, usually with some melee attacker engaged with me and me near death. In other words, I think the increased difficulty for two weapons was a sufficient balancing factor for Pango. That said, I can see that if I had opted to go Demolitionist/Gunslinger instead of Demolitionist/Mercenary Soldier, I could have abused this system. But I think I side with Night One that barring linked and talents that encourage it, duel wielding shouldn't be that much of a problem.
Arena C 1st match ended by a dual wield attack doing 27 stun damage before soak
Arena C 3rd match ended by a dual wield attack doing 32 damage before soak (your attack)
Arena C final match ended by a dual wield attack doing 38 damage before soak (your attack)
Arena A 1st match an ability was used to change a crit to a second attack doing 21 damage before soak and allowing 2 crits to win
Arena A 3rd match ended by a dual wield attack doing 21 damage before soak
Arena A 4th an ability was used to change a crit to a second attack and a 3rd doing 50 damage before soak
Arena D 3rd match ended by the burn quality allowing damage to be dealt at the begining of a turn going (I'm counting this as 2 attacks maybe burn needs looking at if soak is capped)
Arena D final match ended by a dual wield attack doing 21 stun damage before soak
And these are only the killing blows, yes other dual wield attacks were used in matches that didn't end in a kill but the power of a 2 weapon attack is right up there with Breach and for only 1 additional difficulty dice I's say that the potential to do 21+ damage a turn deserves a look at.
