Tempered Steel

All that positioning is for naught though, if you’re not doing damage to your enemies. Luckily, upgrades like Tempered Steel allow you to add a hit to an attack at the cost of a surge symbol. The fact that Tempered Steel can be added to a melee or ranged attack makes it extremely versatile, and can provide a boost to any unit you field for just three points.

The question I have is this....

Tempered steel has the melee and range icon, it clear states above it can be added to either.

However, does the unit have to be able to perform both to be able to use it. I would have said no to start with, but as it comes with the archers... now, I'm unsure.

Army builders allow you to add it, I had it on Calvary tonight. The discussion was they couldn't use it as they dont have the option to use both.

Nb:

the only other card with both at the moment is Fotuna's Dice.

Thoughts?

Listing both means its either of them.

That would be a very silly ruling that you had to be able to do both a melee/ranged attack to get it. Would immediately turn an otherwise defaulted upgrade card for many units into easily the worst card for that slot.

The only requirement's to add an upgrade to a unit are: symbol, army faction, and unit type.

It is totally legal, for example, to put close quarters targeting on a carrion lancer unit. However it essentially becomes a three point blank card.
