My question is, after doing the reroll, if you already spent accuracy icons before, can you spend any new ones that come from that reroll?

As you'll be still in the Resolve Attack Effects step, I'd say that you can spend the new accuracies without issue

I guess thus-far it has always just seemed like the rules say you have to do one and then the other. Only now do I look back and see "oh hey, those are bullet points, not numbers!" So, yeah, it makes sense!
