got a question about Elect Arbitrator and Power for the pious winter cards. it says "place 1 dragon rune". What does it means? Receive a rune? Palce a false rune? True Rune? Random (false/true) rune?

It means "place 1 real Dragon Rune". Check the rules on page 30, in the "Gaining Dragon Runes" sidebar.
