I like the idea of campaign missions where rebels can steal ships. I also like the idea of the empire stealing ships and using them to infiltrate rebel cells. But like many of you, I do worry about 'faction borrowing' and don't want to see it abused.
My original premise was to point out that the only instance in which I've seen the Quasar was when it was stolen in Rebels and used as a rebel flagship (though I read that it was first mentioned in a legends book). So it would make sense if it was an exception, with like a 30 point Title and/or reduced upgrades or something, that allowed a rebel fleet to deploy it. It's a steep buy, but it reflects the effort rebels had to go to get it, plus the inexpertise in modifying it with upgrades. And it would be purely for home games and campaigns, not allowed in organized play. I guess you could homebrew it anyway, to play out thematic battles and such. I just thought it would have been cool, flavor-wise.

It was a original imperial ship, and rather have it. Vs the lt cruiser
Well let's see. in the original cannon (which is now "Legends") the Quasar Fire bulk cruisers were used as Escort Carriers. The Flurry was in "The Truce at Bakura" which took place immediately after the Battle of Endor. So I do not have a problem with cross faction ships but there use should be agreed upon by both sides, of course FFG could release the Corporate Sector or Mining Guild factions which would allow them to create cross faction cards so that we have official versions to use.
A Lothal Campaign set could have a single cross faction Quasar Fire in it for the Rebels.
Just make a mechanism in the next (CC) campaign box, that gives Rebel players once in a while the oppotunity to capture a Medium or smaller ships. ![]()
The ease of capture should be based on the hull point total;
Gozanti 3 hull points = Very easy to capture
Interdictor 9 hullpoints = Very hard to capture.
