If a hero's xp card has two separate abilities both of which require the card to be exhausted, can the player use only one or both abilities?

There are two separate abilities, both have exhaust as a cost. To activate either, you need to pay the exhaust cost. If the card is exhausted, you cannot pay the cost and thus cannot use the ability.
