I've been running Ketsu and Teroch with Kaa'to. Kaa'to has a concussion missile and guidance chips in addition to crack shot. Keeps opponents honest. It may help more than Glitterstem, but maybe not.

Elusiveness is a weird upgrade for Fenn. On the one hand, it makes him harder to hit at range 1, but on the other, I think PTL is much better for what you get out of it.

Ketsu's good, but Kaa'to doesn't want focus as much as Ketsu or Fenn, so his ability is wasted.
