Corellian conflict when do you have to lock in your fleet?

When do you have to lock k your fleet? At the start of the round? Before the battle?

I ask because the rebels have a fleet with Dodonna and advanced proton torpedos. So I was thinking to take the damage controller officer to help mitigate the effectiveness of that. However I hate wasting points when only one of the fleets has that. So can I make an adjust before the fleets battle or at the start of the round I have e to lock in eveything so then it becomes 50 50 shot that they will be useful?

You ahve to build and finish your fleet, before you proceed to the strategy phase where you dole out attackers and defenders.

In the case of subsequent battles, You won't even know what your opponent has changed in their fleet until its all said and done, and you meet to decide on who is attacking and defending (The Strategy Phase)
