Quickdraw - Juke, Fire Control System, Comm Relay, Special Ops, Lightweight Frame

Major Stridan - Advanced Sensors, System Officer, Fleet Officer

In this particular list, Major Stridan could take HCS, OL doesn't need it. Bonus, he extends the range of the upgrade, so you can place ships as far as range 3 away from him.
