Using basic Magic Spells

When using the magic spells to secure a die, can this be either on a successful or failed roll?

If a roll is failed, is a die is still discarded when using the Magic Spell (i.e. the magic spell doesn't negate discarding when failed). Thus securing a die on a spell will remove two dice from the pool (1 for a failure and 1 for secure)?

Yes and Yes.

Yup. The magic spell doesn't count as a discard, but as a lock(think pinball). If you get all the way down to the last die and realize that you want to lock it, you can. But you always have to pay the price for a failed roll, barring any re-rolls like through clue tokens or special abilities.
