I read this as if I'm in a Victory going speed 2 I can NOT use this to add a Blue die if I'm shooting at a CR 90 moving at speed 2.

Am I correct?

I'm highly assuming that it would be so if the card said "higher or equal to ", but as it doesn't, speed 1 (or 0 depending on crazyness) is the way to go in that scenario

You are correct, ridiculous attempts at interpreting it otherwise notwithstanding. To get the blue die, the enemy ship has to be motoring along faster than you.
