Yes, if you look at the rule insert that comes with the C-ROC, it tells you exactly how to use the cargo locks.......

Since nobody seems to want to answer 2 of your questions, I'll do it.

When you drop cargo (whether by Quick Release Cargo Locks or one of the crits that forces you to drop some) you put the cargo token down touching your base and not overlapping any other ships or obstacles.

Cargo token is treated just like an asteroid.
