If I have fast hands and I roll out blackmail. May I resolve using fast hands before my opponent has a chance to remove it giving 1 resource?

You can resolve it before your opponent can pay because everything is yours. Even if you opponent controlled the battlefield they would chose the order that players get to use their abilities, so they could say who goes first and it would only be you. If they for example controlled the battlefield and had Jango they could roll Jango in before you resolve fast hands and blackmail but they couldn't pay to remove the blackmail die.
Yep, that's correct! This is also on page 27 of the rules reference:
Can I roll in a Blackmail (SoR 23) die and resolve it with Fast Hands (SoR 150) before an opponent can give me a resource to remove it?
• Yes. The abilities are simultaneous so you can choose to resolve either one in order of your choice.
