Oathsworn with Bull Pennon heraldry

Oathsworn have Impact I, which causes a panic token assignment when they collide during a charge.
Bull Pennon heraldry gives you Impact I

Either i missed it or RWM doesnt say anything about getting a repeat of a "tiered" ability, i.e. "I, II, III, or IV"

Does it do nothing since you already have Impact I, or does it goto Impact II?
The ability to immediately cause a Sev3 test on impact would be really brutal.... (assuming i rolled 1 to begin with to trigger it)

45.7 If an upgrade or other game effect causes a unit to have one or more instances of a keyword that has an "X" value, treat the unit as having a single instance of that keyword with an "X" value equal to the sum of the "X" value of all that unit's other instances of that keyword.

I would have thought they could have found a simpler way to say it but, yes, Impact for Oathsworn with Bull Pennon would be at level 2.

The wording seemed simple enough intil Ravos was spoiled, now it seems superfluous. All the current keywords now stack, including lethal, protected and overgrow.

Until Ravos was spoiled the steadfast keword didn't have an x value. The reanimates, for example, have steadfast [doubt] not seadfast [doubt 1]. All the other keywords in the core have that 1 next to them. That in addition to:

45.6 Steadfast [X]: While a unit with this keyword is suffering a
morale test, the cards of the type specified by X are treated as
having one additional morale icon.

Seemed to idicate that steadfast keywords didn't stack on themselves(fear+fear=fear2 etc.).

Ravos, however, has fear 2. So either the two is extraneous or the rules need an update as per 45.6 quoted above.

edit for clarity: 45.1 Brutal X: While attacking, a unit with this keyword has its
threat increased by X.
