You have a point
"such as" would be the key words here. Combat is one form of encounter but not the only form. An "encounter" can be anything. I like to think of it as any situation where there is an obstacle to overcome.
The healing rules are some of the most frustrating, for me - they're so vague, and various hints as to how to run them are bizarrely spread out through the CR. So I've basically compiled them and modified them a bit, which has given me the following:

Each character can receive 1 first aid check during each encounter. Natural Rest
Each character recovers 1 wound per night's rest, unless immersed in a bacta tank, in which case they follow the rules for bacta tanks.
In addition, each character can make 1 Resilience check per crit per week's rest . In this context, "rest" means "bedrest", i.e. "not doing other things with that time". Again, the timings discussed here are altered if the characters are immersed in a bacta tank.

Thank you, I agree with you...it's a shame that a manual almost 450 pages miss key points like this leaving it to interpretation. And more when you see that perhaps half book is repeated between Edge of the Empire and Age of Rebellion...
