Upgrading Navigator Powers

After reading the Navigator chapter, I still haven't figured out how to upgrade navigator powers. Under gaining navigator powers, it says you can spend XP at each rank to raise a power to the next level, but doesn't say how much it costs. in the career path for Navigators, the only thing I can find is the talent Navigator Power, which explicitly says it is for gaining new powers. I thought maybe the individual ranks count as different powers, but can't find anything to support that. Also Shrouded Houses has A Gaze to Pierce the Soul, which allows raising Gaze into the Abyss to Paragon from Master for the same cost as raising to Master. That seems to indicate a variable cost to raising ranks. My best guess is that powers are acquired and upgraded by the Navigator Power talent, and there is a typo somewhere. Can anyone clear this up?

This is how it works as best as I can tell:

Every time you take the "Navigator Power" talent, you may do one of two things: either gain a completely new navigator power, or improve an old one. In the case of Shrouded Houses and A Gaze to Pierce the Soul, you have one more level of proficiency you can attain in it called Paragon, the level above Master. You get it much like how you improve proficiency in a navigator power normally: by taking the Navigator Power talent and then choosing to improve an existing power.
