Is Bypass Security broken?

I am playing an BH: Assassin and am looking for a tool to help me pick locks. I see that the Digital Lockpick provide 1 rank in Bypass Security, but I can't see that being much help most of the time?

Bypass Security only removed a Setback die, but more often than not the lock will only have Difficulty dice attached to it, no Setback dice.

Is there any other piece of kit for a talent that removes Difficulty dice rather than Setback?

The setback dice might not come from the lock itself. Instead, they come because you're rushed, it's raining, it's really dark, you're being shot at, your tools got all wet, or whatever. Those setbacks should come up more than you might think.

I don't think there's anything to downgrade reduce the difficulty of a check, though; just buy more ranks in Skulduggery.

Unless your PC is just picking a lock for practice or something there should frequently be Setbacks.

Risk of being seen by passers by, Setback.

Under time constraint, Setback.

Guard dogs, Setback.

Dark, Setback.

Raining, Setback.

Blowing dust, Setback.

PC is wounded or suffering strain or sporting some crits, Setback.

etc.

If the GM is doing their job right, there will be setback dice, and often there will be more than one. There are very few talents that reduce difficulty (which is different than downgrading difficulty). There are however many talents that remove setback dice, and the usefulness of these talents should not be overlooked or underrated.

Nitpick: Downgrading is changing Red Dice to Purple Dice. Reducing is actually taking away Purple Dice.

But yes, Setbacks should be regularly applied to your checks, @Andreievitch . If they're not, then your GM isn't doing his job properly :)

There is also some other tools like the lock breaker, computer spike and a.few others in other books.

Things like the Security Measures attachment for starships and vehicles add setback dice to checks to break into ships, and Defensive Slicing adds setback dice to Computer checks - so there are security systems that include setback dice.
