Until I test it, I'm not entirely convinced that either one is particularly well suited for the role in the way i use it. The best candidate of the two is probably the Cymoon, but the lack of ion canon upgrades hurts the reliability tremendously.

I'd take Vader over Vet Gunners. GT let's me get another big attack. Difference of 2 points. Then XX9 and SA? If you are rolling blues without SW7, chances are you don't need extra token mitigation. So XI7, QTC, and H9 are pointless in most cases.

I do really like the idea of the ISD-K, but I think it might be better suited for the avenger title on account of its upgrades and short range.

I think the play testers were well aware of the fact that they needed to be careful about what they gave the new ISD's to prevent Devastator (or Avenger) any more powerful than they already are.
I think the main reason that Cymoon and Devastator appeal to me is one simple reason: Fleet Commands.
Shields to Maximum! + Wulff Yularen seems like an okay way of mitigating the downside of Devastator, and the expanded red dice means that you'll be putting out more damage at long range. ****, Wulff Yularen with ANY of the fleet commands seems good. Though Vet Captain is always there... but the token bucket on the ImpStar is a bit deeper than the Pelta.
Unless its Phoenix home. Token buckets don't get deeper than that.

Wullf + STM would still need a consistent token feed to get through if your plan is to use both every turn. Wullf is an Exhaust, so you'd lose the token when you spend it on repairing shields.

Cymoon Vader Devastator would need some way of getting a defense token back... I don't want to be 4 blue Devastator and have no reroll, leading shots can usually backup here but Cymoon can't take it unfortunately...
Vader Cymoon would likely pair better with another title, hopefully something that plays to his strengths
As for turbo, I like QTC, SPINAL... extra red acc a lot of the time that can be rerolled with Vader

If I go with shields to maximun is to Jerjerrize all the time lol.

I like the Kuat per the damage output (specially with ER/EL) and the defense retrofit but no xi7? Ouch!
