I don't see them doing it (cross faction) retroactively. They did it with Sabine when they introduced the pilot, and with Nym, but I don't see them releasing a "patch" expansion and bringing Soontir over. Plus, its Legends, and while they haven't ruled out using stuff from there, they have slowed it down.
Besides, like half the Imperial pilots defected at one point or another in the EU.
Yeah, the imperial defection line would be... weird.
Early versions of Tycho, Wedge and a pile of other X-Wing pilots (and probably some other pilots) would all have been imperial, and consequently there were rebel or anti-imperial aligned version of many imperial pilots like Fel and Kir Kanos. Best not to think about it.
But if Asajj is Scum, then so would Maul.

That's an excellent point about Asajj. I think the difference between her and a Darth Maul pilot would be the direct connection to Darth Sidious. Asajj was Darth Tyranus's apprentice, not Sidious's; while Tyranus served Sidious, it is a degree of separation. As well, she was prominent in the CIS alongside Tyranus, and CIS resources inmyopinon would best be S&V aligned resources.
You could have a Darth Maul pilot card for the Empire, and a Maul pilot card for S&V, I think. If they really wanted to.
Otherwise, yes, I think he would best be suited in the S&V side if you had to pick just one or the other.

Also consider Asajj spent just as much time or more of the Clone Wars operating on her own seeking vengeance for being discarded by Tyranus as she did actually fighting with the CIS. I think scum for her and for Maul is perfect. Darth Maul can stay out of the game, but if we end up doing prequel waves then maybe he can join.

No, the Clone Wars is over (for a long time).
And Darth Maul was never of the Empire anyway (the Empire didn't even exist).
Scum is clear for me in that I want Kom'rk (Gauntlet) fighters. You would get Maul in probably both crew and pilot form. Add on top of that more Mandalorians, and you have one of the ships I want to see most in X-Wing.
For Imps, I think they need a big based ships that can stay in the fight better than the shuttles, but doesn't cost half the list like a Decimator. To that end, I think either the TIE Reaper or the Rogue Shadow would be a good fit.
Rebels is a little hard for me. The main one I'd be interested in is the Phantom II for the possibility of it giving a different benefit when docked with the Ghost than the old Phantom. But that is another little support ship for Rebels, which they quite a few of. The N1 with Leia as a pilot would be awesome.
Now, an idea that came up when I was talking to some guys in my area was what if we had a wave where all the ships were multifaction? Three ships, each with a primary faction but pilots for all three. The V-Wing would be a perfect example ship, as it is used by Imps till TIEs replaced them, and the Rebels and Scum used Salvaged versions. The Kom'rk could work as well, with it predominantly being Scum with Maul and most of the Mandalorians, but having Ezra pilot for Rebels, and Gar Saxon for Imperials. For the last...I'm not sure. The Rogue Shadow works for both Imperials and Rebels, but not Scum.
Edit: This is all assuming that we have the usual movie tie-ins as usual, which will probably be the new A-Wing and Kylo's TIE.

Scum is more than just criminals for hire. Heck, what Maul did in the Clone Wars in creating the Shadow Collective to take both the CIS and the Republic fits right in with Scum. I'd even go far as to say most of the CIS fits into Scum.

Reader's Digest version is Maul survived getting cut in half, got cybernetic legs, built up a criminal organization, took over the Mandalorians for a bit, and fought both the Jedi and Darth Sidious who had cast aside Maul, as "real Sith don't get cut in half", or something like that. Maul was still a powerful Dark Side user and pursued Sith teachings, but no longer followed Darth Sidious and was actively trying to defeat him but more for revenge, not for altruistic reasons.

I'm with you. The cartoon cyber-maul is not my maul and never will be. Maul is Ray Park not a cartoon. Part of the reason I distance myself from OP, too many cartoon toys and non movie ships in power but some people love them so whatever. Play what you want how you want and be merry. ?

One of the things that I find kinda interesting is that Darth Maul survived what would later fell Darth Vader and Darth Sidious: getting your limbs chopped off and thrown down a bottomless shaft.
While I'm not going to spoil his ultimate fate, I did like what they did with Maul in the series and I think it would do well for others to give it a chance. The mentor-apprentice triangle between Maul, Ezra, and Kanan was fun to watch, as it brought depth to Ezra and Maul as he actually gave Maul a chance. It was cool to see Ezra considering some of the things Maul had to teach rather than reject them out of hand, not so much to make Ezra "edgy," but to show there was more to him than a one-sided hero type. Without Maul, Ezra and Kanan would be lesser characters.
A Maul pilot card really needs to be 2 halves that get additional abilities when they're put together.
I homebrewed a Kom'rk once, Maul's pilot ability let him change an attack die to a crit once per round if he had any damage cards.
In Imperial Assault's expansions Darth Maul is also scum and only scum:
Making him dual/factioned? I don't know.
Clearly scum will get the Jumpmaster mkII cheaper stronger faster with access to imperial and rebel only upgrades...

I'm going for ships that give some interesting mechanics to new factions.
Rebel:
- Resistance transport (giving access to a new (General) Leia Organa crew card as well as slots for 2 crew, system, coordinate and tech).
Imperial:
- V-wing (with Q7 astromechs)
- GAT 12 Skipray Blastboat (cross-faction with Scum) with mobile firing arc, crew, different titles accessing torpedoes, missiles and canon.
Scum
- GAT 12 Skipray Blastboat (se above) with Mara Jade Scum pilot and Talon Karrde crew.
We know scum are getting an "Aces" box, and because of this I don't 5hink they need any new ships. Neither ship is really used, so if the fixes/upgrades are good enough it will be like two new ships tbh. Plud I imagine in TLJ there will be something that appears that will be a scum ship. Likewise Rebels still have time to offer more ships.

Some ship with about the same screen time as the quadjumper will appear and that will be the new ship

Gauntlet's way too big for standard play. It's longer and wider than the Ghost. Gauntlet for next Scum Epic though, maybe.
My guess would be:
- Something With Leia In It for Rebels (probably Resistance Transport, maybe N-1)
- One Of The Many Shuttles for Empire (Delta class, TIE Reaper, I'd hope for whichever it is to be 2 crew and a dial with some useful green to make Hux more workable, and ideally for it to be the Reaper and to come with a bomb/crew title for Reaper and Striker (giving the Striker its loadout from the visual dictionaries) and an EMpire bomb crew of some sort which seems likely to drop this wave) or Gunboat.
- Scum I'd guess at Mining Guild TIE maybe? There's really not a lot left for Scum from movies or Rebels.

The Least Jedi announcements will be:
• A rebranded The Last Jedi Core Set (2 x TIE/fo, 1 x T-70, updated rules, maybe new pilots/upgrades)
• Resistance A-Wing
• First Order Interceptor
The Resistance A-Wing and First Order Interceptor will be "added to Wave 12" once they're announced, but will arrive in December to coincide with the cinematic release of the film, while the rest of Wave 12 will arrive Q1 2018.
