As long as someone else has the target lock on them then yes he could acquire a fresh target lock on each shot.

He would have to have his own target lock before the attack in order to use the missiles in the first place though.

Vessery's trigger is "When attacking, immediately after you roll attack dice". Whether it's one or two "attacks" doesn't matter. It's two different rolls. Vessery can trigger on both.
