I think this is the first instance where this has been possible for the Imperial faction; First Turret and Ruthlessness been imperial only.

They do - Gunner has functionally the same trigger (it's after an attack that doesn't hit, rather than that does), and triggers only once, after both attacks have resolved.

Nope, Cluster Missiles and Ruthlessness have been possible for ages.
