Hello!
Do character need to make Chem-Use Test each time he tries to apply drug to himself? For example my character wants to use obscura, he has Int 38 and don't have Chem-Use - so he really CAN'T use obscura?
Or another case - my character has this skill - so he has only 38% chance to correctly apply this drug to himself?
