This is probably one of the hardest races to port to this system, with their extensive shapeshifting. If you want to implement that as it is written in EU material, you'll probably end up with a race with 60 or 70 starting exp at the most. Once I'm more awake I'll try to take a stab at a full stat block for em.
I'll take a stab at this...like Silim said, it will be very difficult within this game's mechanics. I'll use Saga rules as a baseline.
Characteristics - Brawn 2, Agility 1, Intellect 3, Cunning 2, Willpower 3, Presence 2
Saga rules gave them a -4 Dexterity, +2 Constitution, +2 Intelligence, and +2 Wisdom. The mental stat increases were mostly due to their longevity and, in this system, a boost to Willpower and Intellect best represents that. The negative to Agility reflects their abysmal Dex scores from Saga while the boost to Constitution will be given in their Wound threshold rather than a boost to Brawn.
Wounds/Strain - WT 13 / ST - 11
This puts them dead even with a Hutt who are also tough physically and mentally. This will also keep their XP at a manageable level
Starting XP - 70 XP
They're going to have a lot of unique abilities below.
Special Abilities - Variable Size - As an action, a Neti may suffer 3 strain and make an Average Resilience check. If successful, the Neti may alter their silhouette one step from a base 1 to a maximum of 3. Each increase also increases the Neti's Brawn score by 1 point. A Neti's Brawn may not increase past 6 in this manner. The increase in Brawn does not increase the Neti's wounds or soak.
Photosynthesis - If a Neti has not spent time in the sun in the past 24 hours, the character's wound threshold is reduced by 2. This condition remains in effect until the character is exposed to sunlight. Neti's require far less water than other similar species and add two boost dice on all Resilience checks made to resist the effects of dehydration.
Camouflage - Neti receive a free rank in the Stalker talent.
Force Rating - All Neti begin the game with Force Rating 1.
This should cover all of the abilities found in the Saga write-up of the character. The variable size thing is not gamebreaking. It still caps them at a 6 Brawn despite being the size of an X-Wing. This ability was derived heavily from the Clawdite's ability. Photosynthesis was a beefed up version of the Ishi-Tib's water dependency. Whereas it's entirely negative for the Ishi-Tib, a Neti actually gains quite a benefit due to their water needs. Camouflage is a standard free rank in a talent, Stalker. This is more thematic to most FFG species rather than another boost die. The big one here is the free Force Rating. That's huge. That alone completely offsets so many other things here and, thus, their 70 base XP to start.
Looks good except for the added Force rating. No species starts out with a Force rating. While I agree that certain ones "should" (such as Miraluka), the standard for all species up to now is no starting with a Force rating unless you start with a Force using career.

This hasn't been done yet. None of the present species are inherently force users like a Miraluka or Neti. Both of these species are force sensitive by default and would have a starting force rating. There's no way around it. Probably why we haven't seen anything official for them.

I agree, technically they "should" be, but, as with the clairvoyant Ichtochi, it's not likely to happen. Instead, they have a "watered down" version of a single basic Force power as a species ability. This is also the recommended solution for any "inherently" Force sensitive PC species.

Wrong again. Saga didn't give Iktochi force sensitivity. It did give it to Miraluka and Neti. Iktochi had a "watered down" force power in Saga, too.
That's not the point. The canon establishes Ichtochi as all being Force sensitive. That's what matters.
Canon doesn't say much about the Iktotchi. But legends had them as having the ability to perceive the future via the force.
