I don't think Pryce ever commanded a fleet, being a planetary governor, she wasn't part of the Navy. She relied on the admirals/commodores to protect her planet.

We don't ever hear of Mon Mothma commanding military do we? My knowledge of legends is only so-so though. But that might not exclude someone.

I haven't seen anything in canon or legends as far as my research goes that suggests Mothma has any military command experience.

Admiral Gorin...stationed on the ISD Intimidator in orbit above Scarif. The ship was destroyed by the Persecutor as she was pushed into the former by the Lightmaker.

My one pick would be Gar Stazi from Star Wars Legacy for the Rebels. While not cannon he is a tough as nails Duros who is all business and loves to stick it to Imperials!!!

Also as we have E-Wings that means we can have EU admirals up to the Second GCW!

Well now that Sloane is showing up, I feel it's just a matter of time until Gallius Rax shows up.

I know it won't happen but I'm still hoping for this glorious bastard and wraith squadron. Daala and Pellaeon are close seconds.
