With room to spend 6 points to go up to PS8/9. FCS makes the Havoc a great platform for the Synced Turret. You only need to get a target lock on the chosen target in order to unleash sustained fire as long as they're within range 2. R4-B11 gives you the option to use your target locks as a quasi-Zuckuss effect. For all the Rebel complaints about Biggs, this is a ship that doesn't care one bit about the Mustachioed One. Take a target lock on the ship you want to kill, and ignore Biggs as much as you want as long as you're within range 2 of that target.
Careful, dont load too much on him. Remember its a 26pt ship, and youre looking at making him 33pts minimum w/o a super expensive sensor.
Punisher is going to need LWF to stay alive, it'll be quite rare for him to not get it even at range3 or obstructed since theres almost no 2die attacks anymore (snapshot notwithstanding). If you go the Adv Sensors route i'd suggest dropping the Unguided Rockets so hes only 34pts rather than 36, since he for the most part wouldnt get the focus for unguided anyway.
Dump too many points into him its going to be the same crap as before - half your list goes up in the first joust, and due to his flight pattern you cant do jack all about it.
Can't help but be disappointed with what I see here, both from this ship and from Wave 11 as a whole. It's probably more indicative of my own mindset rather than the game, but I find I can no longer be bothered to keep up with all these ridiculous new shenanigans and don't feel any excitement for them.
On more specific notes:
Why a whacking great bomber got native 3 Attack and Tallon Rolls is beyond me.
Cad Bane (the coolest and most competent bounty hunter in all of Star Wars, no question) getting nothing but a worse version of Sabine's ability for the same points makes me actively angry.
The Punisher is far from 'saved' by these upgrades. Minefield Mapper gives it something to do before the game, then it spends the remainder being the same fairly inept brick for about 1/3 of your points.
Why anyone thought Sabine crew and Miranda needed more application is a question for neuroscientists.
S+V get the most interesting and varied pack of the wave, with both the other two feeling like afterthoughts at best (The Aggressor is a joke). Again. It's hard to deny the claims of 'Scum bias' when stuff like this keeps happening and the biggest offenders (Mindlink, Fenn Rau, Jumpmaster, Lancer) remain untouched, even when FFG have shown they are prepared to make hard errata.
Perhaps I'm at the stage where the game is no longer for me, since what would get my attention is not infinite bombs, but something for the actual X-Wing and some attempt to fix the mess they've made, rather than just adding more complexities on top of it.

I think angry is a bit strong for me but that is a fairly undwerwhelming version of Cad Bane. It is probably what Sabine should have been though.

I'll admit it's mostly a personal issue, that one - when binging my way through all six seasons of Clone Wars, Cad Bane was the character I always loved to see, especially when he was getting one over on the Jedi time after time. And his getup makes Boba look like a Clone reject.
I never thought I'd say it, but now I'm kinda happy imperials got a cheap TLT platform. If there's any counter at all to all those bomblets, it's fighters that can tear 1 AGI ships apart while not having to actually follow them or get anywhere near their rear.

Yeah, you cant place them right in someones face, but you can easily gate paths and just utterly spam the board. 3 punishers with dual mines/EM and the mapper is literally TWELVE sets of bombs that just happen automatically!
Sigh. It's only 6 bombs: two for each punisher. Can you spend a target lock to attack twice with Concussion Missiles + Extra Munitions? Nope, only once per opportunity. Same thing here, each punisher can remove a Munitions token from each bomb upgrade, but you can't do it a second time and flip the card.
It's quite balanced, in my opinion.
