If you drop it first turn, it's almost guaranteed to go off as soon as you commit to a conflict (since Lion has higher starting honor than anyone else), giving you 4 political for only 2 fate! Just honor bid 1 first turn, there haven't been many cards spoiled so far that allow you to gain honor in the dynasty phase. Lion staple?

Solid Political Card. If it didn't have dash Military it would have been broken.

If anything, cards like the historian, Ikoma Prodigy, the spiritcaller, and Eiji show that Lion have political possibilities and are not simply a military faction.

With the possibility of full character spreads being wiped from the board in a single turn, a "low" political strength army will have opportunities to win political conflicts and even break a province.
