2. As long as it doesn't cost a resource or is a modifier. Resolving for zero effect to trigger something else is common
1. CFC does not remove a die. Yes, you can activate a character regardless of how many dice you can or can't roll in.

Page 1 I could see, if it's a recent errata change or something. Page 1 also lets you know you're reading the right rulebook!
