Out of all the clan leaders during the Clan Wars, she was the only one that went her story, start to finish, one-note and unchanged. Even in the Lion book from the Clan Wars fiction books, in Tsuko's deep personal dialog, she's the same shallow character inside her head as she is outside for all to see. Tsuko never grows, changes, or really acknowledges her mistakes. Even Mirumoto Hitomi does better than that (in fact I'd say the Dragon book from that series is one of the few that should be consider cannon, as characterization is its strong point), and her character description from the original sourcebook says Hitomi should come across as two-dimensional. Even her seppuku from the original story felt less to me like Tsuko was doing it to run away from having to admit she had failed the Lion rather than an act of honor. Had she really cared about the Lion and the Empire, she would have done like Kisada and bore her shame and led her divided clan anyway. I really never could understand how Tsuko could end up in Yomi; at best, she should have gone to Meido, and the Realm of Slaughter seemed more fitting for her final judgement.
The duel with Yukihera at the end the Dragon novel, was the ONLY time I liked Hitomi.
