So I have a new guy joining my group. He has played D&d previously and he basically wants to play a "Drunken Master" but as a Force User. I thought that concept sounded pretty cool, especially considering how it reminded me of the no-longer-canon General Kota from the Force Unleashed, so I said yes. Now I have the task of coming up with some sort of modified version of the EotE "Force Exile" skill tree. I'd love to hear some ideas!

Honestly, I wouldn't make any changes - just have him roleplay his talent use accordingly.
IE: You utilise Touch of Fate on a Coordination check to avoid stampeding Banthas. On a successful check, your character appears to stumble drunkenly between the animals, tripping over his own feet, reacting to imagined conversation; each seemingly random movement narrowly taking him conveniently out of the path of the giant hairy feet crashing down around him. By some miracle, you emerge utterly unscathed.
If he will be moving into one of the F&D Career specializations then just pick one that fits and again, how he makes use of his talents will provide the flavour.

The old WEG series had a "Fallen Jedi" or "Failed Jedi" character type that was essentially a drunken master. It's been a long time since I've looked at that stuff, but it would be a good place to start looking.
Also, another fun mechanic you can use is the allocation of bonus or setback dice depending on his level of inebriation. The more sober he is, the more black dice he gets. The more drunk, the more blues. You can also treat his drunkenness as an attribute altering condition. Suppose he hasn't had a drink for a week, that could temporarily reduce all attributes by -1 or it could upgrade purple dice to be red dice, or it could add a purple or a red to the difficulty check. Lots of possibilities!
I think we're talking about drunken fist kung-fu rather than actually fighting while inebriated.

I definitely want to incorporate some type of mechanic that is determined by how drunk he is. The idea of it affecting his difficulty dice pool sounds inticing, but I also think it affecting his Characterstics sounds interesting as well!
Start Martial Artist, immediately add Force Sensitive Exile. Enhance basically does everything he will want with the Force, although Sense is also an excellent option. Then everything comes down to narrative and how the Player describes the action.
Perhaps:
Very Heavily Drunk: 1 Boost, 1 Ability Upgrade, 1 Difficulty Upgrade, 1 Setback
Heavily drunk: 2 Boost, 1 Setback
Drunk: 1 Boost
Sober: 1 Setback
Sober more than 12hrs: 2 Setback
but it's too crunchy for my tastes.

Haha yeah I literally meant he gets stronger the more he drinks!

No, the mother of all hangovers catches with him. This warrior is hounded not by the sith, but the impending hangover that would one day end his life, or at least have him groaning for a entire session. XD
