I don't have any more useful answer than that.
2: yup, there's no particular need to strip or prime x wing minis, as long as you give them a good clean to get rid of any oils and dust that might have built up during play before you paint.
Protech models sell masks for each faction, through their eBay business and also on a soon to be launched website (I use them on my scum ships).
They're easier to use if you are using an airbrush or spray can.
In terms of painting bits of ships, yes generally you can just paint them without a base coat, depending on the colours you want to use. If you want to use metallics, I'd say it's still best to prime first... but to that end, you could cover the areas with masking tape (Tamiya do a very good range suitable for miniatures which shouldn't strip paint from the model when removed).

One possibility is once you have the desired icon/template or whatever... there's available one kind of transfer paper you can print on it, yo have to scale this picture to the desired scale (for that you might need a photoshop or something like that...) and print it on this paper, cut it with a cuter and use it on the ship once is painted...

Print image - cut with scalpel/hobby knife - dab paint through. It's worth practicing on a bit of spare plastic (food packaging is great for this) first, to check the effect will come out how you want it to.

Look at fingernail art. A search of EBay should turn up quite a few.
You should be able to paint over the existing paint. Note that some of what people consider as paint is actually colored plastic. I would suggest giving the ship a wash down with alcohol to remove any skin oil from handling.
I think the decision to prime anything depends on what you want with the model. If I have a dark model that I want to paint bright, I will spraypaint a light primer. Otherwise, the model has already been primed and painted by FFG. The less layers of paint the better (and I'm too lazy to strip paint anyway).
As for transfers, I usually freehand everything.
