Yeah, this seems like the most likely scenario.

Except that they're highly unlikely to release anythign for TLJ, prior to the release of TLJ.

.... the exact opposite is most likely true. In the past they've always tried to get their tie in releases on the shelves before the movie opens to take full advantage of the hype, that's just sound business practices.
