question from a game my wife and I played

- she had out salvage stand

- she rolled out a resource that could activate the salvage stand , at that time i had no resources so she did not activate

- next activation i rolled 2 resources , she did something else on her activation after this

- she still had the resource in her die pool and an un exhausted salvage stand

could she use the salvage stand to cause me to exhaust a resource then or is it only playable when the die is rolled? ( as in you have to roll and if valid immediately resolve)
