Bring Fearlessness ept to The Galactic Empire.

I may be way off, but I used to think that the Fearlessness ept was Scum only as to avoid it being spammed on a Black TIE swarm. But with the light Tansarii Point Veteran also being 15pt that is nolonger a reason.

Would Fearlessness be worthwhile on a TIE swarm? or on another Imperial ship? Or is Crack Shoot just the better option?(It would be an easy FAQ erata "Scum and Empire only").

"Fearless" /X7 or /D Glaives anyone?

Why stop there? Snap Shot A-wings wouldn't mind a bit of Fearlessness either.

Really, the only reason why it's Scum Only is probably because Ruthlessness is Empire Only. It'd be nice to have in the other factions, but it wouldn't really be broken anywhere, would it?

There is no reason for Fearlessness to be faction restricted beyond FFG playing favorites with Scum, again, still. Are they trying to tell me only Scum Pilots are fearless? Bull.

Fearlessness is a modification. Cannot modify Snap Shot.

I think you might be right:

Ruthlessness - Empire only

Fearlessness - Scum only

Selflessness - comming to Rebels in the Wookie gunship.

I'd wager it's part balance, part theming. as mentioned above, each faction has/is getting an EPT that symbolises the faction.
