Why not?

Because it takes an upgrade slot and does nothing which would really help you. You want Fast Hands, Force Speed is useless.

Fast hands it SO much better the force speed. Force Speed allows your opponent to mitigate your die before you can resolve one. With fats hands, you roll then immediate pick your best die to resolve, with no way for an opponent to remove them. The force speed slot can be used by many other upgrades. With Vader/Raider, the deck is already pretty fast plus fast hands and you are claiming vs most other decks.

The real fun begins when you have both Fast Hands and Force Speed in my option. Roll Vader out, resolve the FS special, do 2 more actions. You reroll your bad dice and resolve them, play Bait and Switch if you got a resource. Lot's of options! Fast Hands + Force Speed + Vibroknife Vader is a real beast.

Speed is a lie (usually), play for value.
