The Quadjumper is from Episode 7. You see it get blown up right before Rey says "The garbage will do" and boards the Falcon instead.

I mean in the releases alongside the movies that they add to the waves at the time. Wave 8 added the t70 and fo to release the same day as the movie, rogue one added the u-wing and the stirker to release same day as the movie. Scum hasn't gotten anything for that. Quadjumper was just a normal wave release later on.

You know what's never been seen in the cut at worlds in any form? Or at pretty much any other major tournament? The Kihraxz. Or the StarViper. I'm not saying none of the rebel ships above need any love, but they at least see competitive play even if it's only with 1 pilot each. That's way ahead of the 2 ships in guns for hire.
I am not bothered by the fact that scum is getting some long-overdue love for the Starvipers, Khiraxz, or Scyk. I think that's a wonderful thing because those ships have all been poor performers out of the gate. I do have a serious problem with the JM5K being ridiculously overpowered right out of the gate, but that's a whole separate issue.
My issue is that Rebels have a bunch of underperforming ships (including the namesake ship of the game!). Their fixes have been poor and slow in coming. And instead of getting quality fixes for existing ships, they keep getting a steady stream of new ships that make the old ones even more obsolete.
Empire needs some love too. Firespray, and Punisher are pathetic and interceptors have just aged badly.

Yes, rebels have some underperforming ships, and empire has a couple that need help as well. None of those needed help as much as the two in guns for hire. In addition, rebels and imperials have had 2 aces packs each to help out older ships, while scum had none before this.
Jumpmasters are a separate issue. Them being overpowered shouldn't prevent us from getting fixes for ships that have desperately needed it ever since they were released. And I have full confidence that FFG will reign in jupmmasters more.

Rebels have NOT had two aces packs. They have Rebel Aces. That's it.
"Heroes of the Rebellion" does add new pilots to the YT-1300 and T-70, and some compatible upgrades, but it's more of a movie expansion than a proper "Aces" box that directly improves ships that desperately need help.
And again, I'm not saying that the Khiraxz and Starviper don't need some desperate love. They do. I'm happy that they're getting it. I just think that "Rebel Veterans" is LOOOOOOOONG overdue.

That's gonna be really hard to rein in because it's an issue of a ship with good stats, a turret, a great dial, a good action bar, and a crap ton of upgrade slots being severely undercosted.

FFG literally called Heroes of the Resistance an aces pack in at least one of the spoiler articles, and it's listed under "X-wing Aces" on the product page. You may not like it, but it IS an aces pack as far as FFG (and scum players :P) is concerned.
Again, most of the rebel ships people complain about at least see play, even if it's only a single pilot or build. That's more than these ships had. And tons of ships in the game only ever have 1 pilot see regular play.

We'll never know! Would have been neat to try it out, but Imps aren't allowed to experiment with new and exciting upgrades. Heck can't even try it on a Lambda- but that's OK no one uses that brick anymore anyway!

I remember when FFG tried to give the Empire "some new and fun stuff to play around with just to see how it turns out."

I think comparing the Phantom era (which was broken, to be sure) with the Imps having the Arc Caster is WILD hyperbole. Imps literally have half the unique upgrades of the other factions....is it any wonder they don't perform?
2nd thought: By that logic we should just never print new cards or ships for Imps, ever.

Semantics.
The spoiler articles are notorious for being factually inaccurate and shouldn't be taken as the gospel truth.
But even if FFG does consider HotR to be a legitmate Aces set (and I could see the logic since it's an expansion for existing ships), it still doesn't do what the players expect an Aces set to do; fix broken ships.
The Falcon was doing passably well on its own, already and so was the T-70. They certainly haven't been languishing in the dungeon of misbegotten X-wing expansions for years on end. HotR offers a few little tweaks to these ships but it's noteworthy that there isn't anything really amazing in there, just some "nice to have" options.
HotR was put out to tie in with EpVII. It's fun but it doesn't do anything for the other rebel ships that actually have been languishing in the dungeon of misbegotten X-wing expansions for years on end. And in that respect it's a missed opportunity, and a big disappointment for the players that were hoping for some love for those more deserving ships.

The fact that only a single pilot on a given ship sees play is a problem. Ship fixes help to give those other pilots a little extra chance to shine. Hence the popularity of fix-it expansions.
I'm not bothered by the fact that scum is finally getting a long-overdue fix for K-fighter, Starviper, and Scyk. I think it's great! I'm irked, however, that a lot of Rebel and Imp ships are garbage with no real relief in sight.

It wasn't exactly a fix pack (didn't really release new "fix" cards), but it DID give us another T70 pilot that actaully sees play int he form of Jess, and another Falcon pilot that sees play in the form of Rey. The T70 was mostly only being played for Poe before that, and the falcon saw occasional use with han, but pretty much no other pilot. I'm not sure if that counts as "not languishing" when you're arguing that other ships need fixes because they only have 1 pilot that sees play.

I'm not necessarily arguing that it IS okay to only have 1 pilot see play. But there's a lot of ships in the game where that's the case, and it still doesn't change that scum needed it first for their ships that don't see ANY play.

They'll get it. But for rebels, at least almost every ship is at least playable in SOME form, even if it is only asingle pilot. Imprials are a bit worse off with things like the firespray (which may never get a fix for imperial since it's in scum now, unless they do a fix for both at once) and the tie punisher.
FFG isn't just releasing fix packs every few months though. There were 2 in 2014 and 2 last year, with 2013 and 2015 each seeing 2 epic ships (3 of which also had fixes in them). This year so far we have the c-roc and guns for hire, which starts to catch scum up to the other factions on fixes. I wouldn't be surprised if there's no more out of wave releases this year (pattern has been 2 waves and 2 non-wave releases per year). But that leaves them open to do new aces packs for rebel and imperial next year.

While we all agree the Phantom was broken, how do we know they didn't test these upgrades with imps, they didn't slip through the net and they realised "Hmmm...TIE/D's are just way too powerful with this..." They're not intentionaly spiting you, they are balancing things. Something which you apparently have a problem with JUST because it means you don't get new toys which in my opinion is childish. "Oh no! We can't take this amazing canon upgrade and make it broken by getting that attack AND a primary weapon attack while also potentially doing damage with ruthlessness." my heart bleeds for you...TIE/D's with Ruthlessness are already borderline dirty in my opinion, having an actual canon that can push splash damage on other ships would just make them so auto-include.
Now granted, we won't get to play with it, but contrary to belief, FFG do test things, or more specifically, people within the X-Wing community test things for FFG.
If you don't think it's a problem, why not proxy it and play it for the next 5 weeks? (with the permission of your local playerbase of course) See how the local meta responds to you doing that?

BECAUSE I DONT TRUST FFG. These guys let jumpmaster cruise through playtesting, and even added a PWT after said playtesting (for those of you who haven't heard the story the original playtested JM5K had a normal arc), why the heck would I trust them to playtest Arc Caster on TIE/Ds? As far as I can tell, meaningful playtesting is not a part of the FFG mission.
And a couple more things:
Canonically the ARC Caster was developed by the Empire, and ONLY the Empire employed it. Sure it's EU, but imagine my surprise when it turns out to be 'Scum and Rebs' only.
It ALREADY has a built in balance mechanism- the recharge, not to mention it has the added drawback that it can be easily flown against to counter its effectiveness- IE fly out of formation out of R1 and crowd the user to force damage on their own ships. It literally has all the balance it needs right there in the card. But nope! No Imps club allowed.
