No. You can (and must) include exactly as many as specified.

In Blood on the Altar, if a unique ally gets kidnapped and sacrificed, it must be removed from your deck and cannot be added again. If this happens to Duke, Ashcan can continue even though Duke cannot be in the deck any more.

This almost happened to me.
It almost happened to me, too. The fact that it didn't was the only thing that went right that whole game, which ended in all sorts of disaster. But he bounced back and did well in Undimensioned and Unseen.
