When to spend Target Locks. A rules question.

You shouldn't be too hard on yourself Stoneface. There have been a few changes to the way the game works (not necessarily rules errata, but also the introduction of upgrades and new mechanics such as Sensor Jammer and how Palpatine used to work) that have made steps ambiguous, and therefore required to be clarified in further detail. As it's already been said above You (being attacker or defender) roll dice, then the other guy gets to tweak them. Then you tweak them, then you either let him roll or compare results.

You're right Juunon about the changes. Sometimes they slip by unnoticed.

I was just reading the post about M9-G8 vs Advanced Targeting Computer. I realised that too many times short cuts get taken and ATC reminded me of that. Too many times Vader with ATC will roll two dice and the add the 'crit' from a third die even before the defender has a chance to modify. most of the time it doesn't have an effect but it makes you wonder how many times things have been done out of sequence and never caught.

Unless the attacker is Omega Leader who has you locked... Defender gets 'juked' and then curses to the heavens that he can't covert that eyeball.
