Stating a tusken raider/Sand person

Seems pretty balanced - although you might want to check the species meanagery before reinventing the wheel. (and if it were me, I'd go with the "Remove a Black Die from hot environments" myself)

They are in the beta adventure Crate of Kraytes. so you can see what their NPC stats are.

If it were me, I would take Weequay stats and simply replace the pheromone communication trait with the Desert Dweller trait that Twi'leks have. Admittedly, it's a 321321 instead of a 222321 stat line, but it all seems pretty appropriate for Tusken Raiders.

Well since in the comics they are basically human I would just do a human variant.

Are they human? What comics?

It seems to me they dont actually Have a significantly higher resistance to heat since they are covered head to toe.

Dark Horse's Star Wars series (before being retitled Star Wars: Republic) gave us the story of Sharad Hett, a Jedi who (Cliff Notes version) left the order and found his place among the Tusken. He took a Tusken wife and fathered a son, A'sharad Hett. Ki-Adi Mundi encountered the tribe and took A'sharad as a Padawan not long after The Phantom Menace.

The Hetts appeared to be human, so the assumption is that Tuskens aren't too far off from human (if they're not human, themselves) because of this.

Ok so maybe considering them a near human, rather than human makes sense.

Shared Hett married a human woman who had been raised by Tuskens, much like Tahiri Veila was. The Tuskens themselves are not human.

I think they're related to the Jawas too, more than they are to humans, if I'm remembering things correctly.

I'd go for the remove Setback in arid environment approach, and not a rank of Survival or supplementing Cool. Take that same Tusken Raider and drop them on Hoth and they're F-ed and clueless. Their racial whatever should be tied specifically to arid environments and not set up to serve across all types of terrains and situations imo.
