For instance, if a ship assigns a focus to Jake through Hyperwave Comm Scanner, can Jake perform his free Barrel Roll and Push the Limit? Can he then PTL during activition since a "round" starts at revealing a dial? Was he even able to PTL before since it wasn't even a "round" yet?

I'm not seeing a reason why not but for what purpose/gain? he gets a little bit of a free movement at the cost of starting stressed. After which hyperwave comm scanner is useless and the t-70 has lost a very good slot for it
It is a neat little "look what i can do!" moment but nothing that readily screams 'op' or breaking any rules that I can tell.
Edit: If a player was trying to say that the round hasn't offically begun yet then they couldn't PTL since PTL can only work "Once per round" and has no permission to work outside of rounds.

What I'm trying to do is have as many focuses as possible, just to say I could do it.
So in my scenario it would break down like this with PTL and Intensity
Jake gets placed>Assigned Focus(1)>Free Boost>Assigned Focus(2)>Free Barrel Roll>Assigned Focus(3)>PTL for Focus(4)>Move 5 Straight Green>Perform Focus Action(5)>Free Boost>Assigned Focus(6)>Free Barrel Roll>Assigned Focus(7)>PTL for Target Lock>New Han comes from no where and has Jyn Crew and Assigns 3 focus(10)

No, because once you assign a focus/evade with intensity you have to flip intensity over. Also you can not PTL outside of a round.

Aw **** was thinking it was at the end of the round but misremembered.
You could use tomax with intensity and engine upgrade with an upsilon to give it 2 actions with coordnate+normal action for double focus, double evade, or focus/evade + barrel roll + boost
For Tomax to activate, you need to discard the elite talent, not simply flip it down.

Not dual cards. Dual cards are discarded by placing them under your ship card. It's in the tourney rules.

Assume you place Jake across from the enemy ship lined up range 1 from the edge. Homing Missles on Jake. Get assigned a focus from HCS and boost. 5 straight maneuver, focus, free barrel roll forward and then PTL target lock. You now are within range 3 of any enemy that moved foward at least 1 straight. Fire an opening 4 dice attack modified by TL and Focus and you have a focus and Autothrusters for defense. Green Awings would also likely have a shot, but with only 1 focus token because they would have to boost and PTL TL.

You still aren't quite there an opponent would have to be a large ship or do a 2 straight. You also leave Jake by himself to weather the opponents return attacks cracks warm has a solid chance of killing jake, or if you have the initiative vs something like dengar or other equal ps you don't get your tl and can't fire homing.
You still are wasting points on a t70 with HCS just for this gimmick alpha strike

Not to mention any vet seeing this coming will fly into Range 1 so Jake doesn't get his missile strike and could easily be one-shotted at that distance.

Mat length is 914mm. Range 1 from each edge is 100, so distance start to start point is 714 mm. Boost moves the front of the ship 80mm. (634mm) 5 straight put front of ship another 240mm forward (394mm) and barrel roll is another 20mm (374mm)
A small base ship doing a 1 straight will be 294mm away, within range 3.
This is admittedly a gimmicky move, but it works and surprises even veteran players. Most players come out with a 2-3 straight, so the likelihood of somebody getting in range 1 out of the gate is slim.
I beat a Kath/IG88B list with Jake, Cassian, and a T70 doing this just today.
