I really like the look of a few of these guys and was wondering; can I mix the humans and elves together? I would love to have the Daqan spearmen in a phalanx with Latari archers shooting over their heads. Is this at all allowed??

Kari, the hero included in the core set, allows exactly that!
You normally can't mix factions unless you have a card that permits it.
The Daqan hero Kari allows you include one non-unique unit of Latari infantry in any army that she's in. The Derpwood Archers qualify.
Also, just to be clear, you can't put the Deepwood Archers in the same block as the Spearmen. You can have that unit behind the Spearmen, though.
Right now...
Kari Wraithstalker allows you to do a Daqan/Latari army by letting you include one non-unique Latari Infantry unit in a Daqan army.
Ankaur Maro allows you to do a Waiqar/Daqan army by letting you include one non-unique Daqan unit in a Waiqar army.

Unfortunately, shooting "over heads" is only possible with elevated terrain. Normally, all units block line of sight, and line of sight is needed for ranged attacks.

Or Heartseeker. If the Derpwood Archers have the Champion or Artifact upgrade available then you can make that happen. Since they are the only Infantry unit in the box it's likely that they will have the Champion upgrade slot that will allow them to take Artifact Bearer when used in a Daqan army.
