I think the Prockets/Mindlink/GC build is probably the best option, it lets you drop five hits reliably every other turn for much cheaper then any other ship capable of something similar. The r1 limitation does mean you need to be careful but with you only firing every other turn you aren't in constant pressure to stay there and can take a turn to zip out and turtle while you reload. It also combos well with Fenn who really can't be ignored and left till late game due to his difficulty to kill without focus fire and thus takes a good deal of pressure off Quinn while providing more brutal r1 punishment.
