So, if there is a political duel between Doji Hotaru and Isawa Masahiro, and Hotaru is the challenger: If Hotaru bids 1 and Masahiro bids 5 then there is no winner because both have scored 7. But is honor still exchanged? Masahiro's player still gives 4 honor to Hotaru's player?

Yes, they specified that the honor exchange still happens. Probably because it's not a consequence of the duel, but part of it.

Yes, Brad specified that honor is still exchanged if the duel ties

Bidding in a duel is like sweating. If you need to do it, you'll get sweat stains under your kimono's armpits, and you won't smell nice. Against a superior opponent you decide if you prefer to lose pretty or win like a skunk. :D

This is a great mechanic. Despite my initial reservations, I could see myself enjoying dueling in the LCG now.

I'm starting to wonder if lack of political duels in Crane is due to their strong political offence, while their focus on military duels is there to compensate for their relative weakness in the military matters...

...and for some reason, I have a feeling that political duels will be the thing of Scorpion clan, who probably will lack glory and base stats to be competetive, so they will rely on dishonoring their opponents and using tricks to snipe their best people.

While Dragon, perhaps, can choose the stat for the duel. "Two hands - Mirumoto"

"Two hands, man. So, like, if you want to duel them with the military stat, use your right hand. If you wanna duel them with your political stat, just use your left hand. Simple!"

"Um...Mirumoto-sama, forgive my insolence, but perhaps you have had enough sake for this evening."

Kitsuki as political duelists :D?

Yes, but so far Crane hasn't any special tricks. For Dragon it's probably less of a problem due to their attachment theme.

?? Except for their literal characters that allow them to duel and take out all other personalities from the battle. That's a pretty special trick the Crane get, IMO.
